Abstract


The controversy has always been there. The legislature1 has been hiding under the Constitution to summarily remove some judicial officers from office without the participation of the National Judicial Council. The Constitution itself created the perceived ambiguity by seemingly clothing the legislature with such powers. Does the legislature possess such powers to the exclusion of the National Judicial Council?
